大專生協助縮減國際數位落差之服務學習個案研究

摘要

近年來,教育部積極推動大專院校進行服務學習,鼓勵大專院校學生結合專業與志工服務。因此,學生若能運用所學之資訊科技,透過服務來協助縮減國際數位落差,不僅能拓展學生國際視野,更能夠為縮減國際數位落差貢獻一份心力。本研究探討的個案是中原大學志工團於2006年期間為非洲馬拉威進行的電腦營「2006 ICT Camp Malawi」專案,該個案服務內容是透過舉辦兩梯次的馬拉威電腦營「2006 ICT Camp Malawi」,協助馬拉威教育單位-里隆威技術學院培育電腦種子師資,及協助馬拉威政府資訊系統與技術管理服務處培育電腦人才。本研究透過個案研究,探討執行縮減國際數位落差專案的作法與步驟、面臨的困難與如何評估成效,期望提供日後有志從事縮減國際數位落差之大專志工團隊一個參考的基礎。

Abstract

Recently, Ministry of Education promotes universities and colleges to establish service-learning program to encourage students to combine expertise with community service. Students can explore their international vision and contribute their effort for the developing country by the service-learning program to bridge the international digital gap. This research studied the project of “2006 ICT Camp Malawi” held by Chung Yuan Christian University. This project assisted Lilongwe Technical College and Information Systems and Technology Management Services Department of Malawi Government in training and seeding their ICT teachers and specialists by ICT camps. This case study offers a reference model about the plan, processes, difficulties and evaluation of the bridging international digital gap project for the volunteer teams of college students.
