國內的金融市場正走向自由化、國際化、證券化及電腦化,使銀行經營環境產生了極大的變化,金融環境日趨複雜,而金融相關資訊科技的日新月異,改變了競爭型態。在金融機構投入大量成本於資訊科技的同時,資訊科技是否能為其經營績效帶來預期的成效,是一個值得探討的議題。

本研究以DEA方法評估二十一家本國銀行,八十六年至八十八年間資訊科技的應用與投資對經營績效的影響,所選擇的投入變項為裝置量、資訊化投入、資訊化程度、營業規模等四項,而產出變項為資本適足性、資產組合、效率性、盈利性、成長性等五項。

研究結果顯示,在個別銀行之分析結果方面:三個年度的平均整體績效逐年下降,而新銀行的加入對經營績效有所影響。另外,分類銀行之分析結果:民營銀行效率優於公營銀行、新銀行效率優於舊銀行,其中公營銀行與舊銀行之績效受技術效率之影響,新銀行與區域性銀行之績效受規模效率之影響;公營銀行之績效逐年在遞增中,而新銀行、區域性銀行、民營銀行之績效則逐年遞減。

Abstract

 With the complexities of business environment and continuous improvements of information technology (IT), the trends of domestic financial market are liberalization, internationalization, securitization and computerization.  Banking sector has to, with no exception, operate more effectively and effectively, in term with IT, in an increasing competitive environment to sustain or improve their relative positions.

  This study employed Data Envelopment Analysis (DEA) to analyze the operating productivities of a set of 21 domestic banks during 1997 to 1999.  Number of equipments, investment of computerization, level of computerization, operating scale were identified as input factors and capital adequacy, asset portfolio, efficiency, earning, growth for output factors.

The main findings are as follows.  First, the affiliation of new banks affected other bank’s operating performance.  Second, the technique efficiency acted on the operating performance of public and old banks, but the scale efficiency influenced on new and local banks.  Third, the performances of public banks were increasing, in the contrast; new, local and private banks were decreasing year by year.

Moreover, from the standpoint of IT, banks must re-allocate resources (IT investment) and re-think the efficiency of banking management for reaching optimal outputs to approve operating performance.
